The technology of Empowerment and Participation (TEP) means fostering empowerment and participation and making government processes more efficient and transparent by encouraging communication and information-sharing among people and organizations and within government.

TEPs are a natural evolution of ICTs, which have a more participatory, democratic, and personal fulfillment use, whereas TACs continue to be the exclusively educational term that should guide ICTs and TACs towards learning how to use them properly.
